State commissions manufactured ethnic categories and attached graded citizenship rights to them

Evidence

From 1903 to 1981, state-appointed commissions repeatedly enlisted administrators, anthropologists, missionaries, professionals, and capitalists in the work of defining the major categories of South African Natives, assigning them collective characters and recommending policies based on those characterizations. They regrouped the thousands of available categories into a handful, attached them to territorial “reserves” currently little populated by Europeans, categorically differentiated their rights to work temporarily outside those reserves, and thus produced gradations of citizenship according to officially assigned ethnicity. — Charles Tilly, Regimes and Repertoires, 560
