Arab regimes weaponize pan-Arab slogans against internal grassroots uprisings.

Evidence

To combat the Arab uprisings, the Arab regimes used the slogans of pan-Arabism. LAS discussions about the future of joint Arab work or Arab regional security accelerated, and Arab regimes supported each other. They also adopted similar narratives and coordinated their actions, such as the anti-terrorism quartet formed by Saudi Arabia, the UAE, Egypt and Bahrain against Qatar. When Egypt and the UAE withdrew their ambassadors from Tunisia in 2013 and Qatar in 2014, they mentioned the deviation of the latter two countries from the Arab path. — Youssef Cherif, Neo-pan-Arabism, 69
