Outbidding aims range from accord collapse to full acceptance
Evidence
In all cases, outbidders wish to exert influence over a peace process but the extent of this anticipated influence may range from minor procedural adjustments to the format of peace negotiations to the collapse of a peace process or accord. Similarly the range of outbidding methods can vary from discreet political pressure to violent spoiling. Two continuums, one of outbidding aims and the other of outbidding methods, have been developed for illustration (Figure 1). … The continuum of aims stretches from ‘maximum outbidding’, which aims at the complete collapse of a peace process or accord, to ‘zero outbidding’ which may be regarded as the complete acceptance of the peace process. In between lies a range of outbidding aims including a radical revision of the peace process or a continuation of the accord but with slight moderation. The position of the group on the collapse or continuation of the peace process or accord may be regarded as the key ‘tipping point’ along the continuum. — Cathy Gormley-Heenan and Roger Macginty, Ethnic Outbidding and Party…, 26
