Domination and interference are distinct evils that can occur independently
Evidence
As we can have domination without interference, then, so we can have interference without domination. The first possibility is illustrated by the non-interfering master, the second by the non-mastering interferer. Domination can occur without interference, because it requires only that someone have the capacity to interfere arbitrarily in your affairs; no one need actually interfere. Interference can occur without domination, because interference need not involve the exercise of a capacity for arbitrary interference, only the exercise of a much more constrained ability. β Philip Pettit, Republicanism, 129
