US imperial surveillance techniques developed abroad were imported home to police domestic dissent
Evidence
As political scientist Alfred McCoy argued in Policing America’s Empire, practices of warfare, surveillance, and information gathering deployed to crush the resistance to US imperialism in the Philippines in the early twentieth century were brought back to the United States and informed the development of surveillance regimes domestically. In subjugating the Filipinos, American soldiers often used anti-black racial epithets that they brought with them from home. In its decade-long pacification campaign, the US colonial regime created highly modern police and intelligence units, which developed innovative security techniques that helped to shape a new national security apparatus during World War I. These would be deployed successfully against dissident populations including black and brown activists. McCoy further suggests that the mass incarceration of Japanese Americans during World War II as well as the targeting of activists in the movements of the 1960s is the result of tactics developed in the Philippines. — Deepa Kumar, Islamophobia and the Politics of Empire, 741
