Surveillance techniques developed in overseas colonies were imported home against domestic dissenters
Evidence
As political scientist Alfred McCoy argued in Policing America’s Empire, practices of warfare, surveillance, and information gathering deployed to crush the resistance to US imperialism in the Philippines in the early twentieth century were brought back to the United States and informed the development of surveillance regimes domestically. In subjugating the Filipinos, American soldiers often used anti-black racial epithets that they brought with them from home. In its decade-long pacification campaign, the US colonial regime created highly modern police and intelligence units, which developed innovative security techniques that helped to shape a new national security apparatus during World War I. These would be deployed successfully against dissident populations including black and brown activists. — Deepa Kumar, Islamophobia and the Politics of Empire, 753
