Unruly populations defined through racial extension face necropolitical discipline

Evidence

In the extreme, “uncooperative,” “rogue,” or unruly populations (states, communities, groups, individuals) are to be subjected to necropolitical discipline through the threat of imprisonment or death, physical or social. These forces of unruliness – those taken to be unbounded by the force of law – are likewise defined through racial extension and rearticulation. Exceptions to normativizing practice, they become the targeted subjects of states of exception. A state of exception licenses the state reserving to itself extraordinary power in the name of securitization to treat such subjects in any way deemed necessary to restrict, restrain, or disappear them. — David Theo Goldberg, The Threat of Race, 1750
