Low retirement participation is often a simple information problem employers can fix
Evidence
At the small-business level, more employers should do what the personnel director at Washington and Lee did for me years ago: let each of their employees know if they are not participating, and encourage them to do so. And if there are concerns that black employees will be unable to afford contributing to a retirement account, then it will be incumbent upon employers to ensure that black employees are not steered into lower-paying jobs and make sure they are paying their black workers fairly in whatever jobs they hold. — Dorothy A. Brown, The Whiteness of Wealth, 408
