Hutu Power manufactured a unified Tutsi enemy spanning within and without Rwanda.

Evidence

Although Rwandan forces finally succeeded in repelling the RPF attack (Fujii 2009, 49), the invasion gave rise to fears of sovereign penetration from both within and without. Hutu Power—a racial supremacist ideology that posited that Hutus were superior to Tutsis – created what Cameroonian political scientist Mbembe (2019) calls a ‘society of enmity’. The Hutu Power ideology interpreted ethnic relations as a struggle for racial supremacy between the Hutu and the Tutsi: the Tutsi elites, Hutu traitors, the RPF, and the Ugandan government were collectively labelled the umwanzi (enemy) (Mironko 2004). Armed with the ethnopopulist imaginary of ‘organic purity’—that is, ‘uncontaminated wholeness, clean and natural unity, and a mythic state of original exist ence, in which an earthly, unified system operated prior to contamination’ (Straus 2001, 49)—Hutu supremacists sought to remake state and society in ways that ensured a ‘Hutuonly, uncontaminated state’ (Straus 2001, 56). Tutsis in Rwanda were ‘enemies within’ who colluded with the RPF and Uganda (‘enemies without’) to extirpate the Hutu nation. — Erin K.
