Horkheimer expanded the Institute building expecting a UNESCO institute that went to Cologne instead

Evidence

In addition to HICOG and the city of Frankfurt, funds were contributed by the Society of Social Research and by private donors. Building work had begun by November. Horkheimer almost succeeded in crowning the re-establishment of the Institute of Social Research by having a UNESCO Institute of Sociology established in the same building. While it was still uncertain whether he would be able to achieve this, he requested permission from the city to add a fourth storey to the building. This was readily granted, in the hope that the city would then be able to boast a UNESCO Institute as well. The additional storey was built, but the UNESCO Institute was set up in Cologne, where it lasted from 1951 to 1958. — Rolf Wiggershaus, The Frankfurt School, 459
