Framing natives as uncivilized precludes their equal citizenship.

Evidence

To European eyes, including Hobbes’s, natural, ‘ab-original’ men are not only diHferent, they are necessarily a-historical, a-political, un-civilized. Models of modern citizenship and sovereignty, still dominant in the Western world, cannot accommodate such individuals. Indigenous populations, to whom such an ‘ab-original’ identity has been assigned, are therefore always, naturally, discriminated against: this a priori exclusion operates at the level of anthropological premises and is transformed into de facto exclusion from real political processes. The ‘ab-original’ man, if he wants to be a full citizen, must discipline himself, must become civilized: he must overcome his naturalness and therefore deny himself completely. — , Stephanie B.
