Belgium instigated Rwanda’s ethnic massacres by switching favor from Tutsi to Hutu
Evidence
Dallaire’s UN assignment followed decades of struggle in Rwanda. Germany had occupied and colonized the African nation during the 1890s, then lost the colony to Belgium during World War I. Belgium ruled Rwanda from 1916 until the colony’s independence in 1962. For most of that time, Belgium relied on the minority Tutsi as their collaborators in the regime. But when Tutsi emerged as leaders of the independence movement, Belgium responded by redirecting its favor to the Hutu. In the process, Hutu massacres of the dethroned Tutsi began. Many Tutsi fled the country, especially to adjacent Uganda. After independence, Hutu politicians dominated the country. — Charles Tilly, Regimes and Repertoires, 901

- QUESTION: Tilly uses Rwanda as a lower-capacity regime case; worth noting how colonial-instigated ethnic cleavage fed the later genocide that killed Dallaire’s soldiers.
