A 1924 bill proposed making African citizenship an automatic right under certain criteria

Evidence

In I924, Colonial Minister Daladier drew up a pro jet de loi designed to transform citizenship from a fa- vor granted to individual subjects at the discretion of the colonial adminis- tration into an automatic right if certain criteria were met. Such a law, if passed, would have represented a significant liberalization of citizenship. It appears to have been motivated in part by a desire to unify the existing leg- islation throughout the empire (each colony had its own set of criteria for extending citizenship); in part by agitation by the Ligue Fran!;aise pour la Defense des Droits de }‘Homme et du Citoyen, which was in favor of the project (ANSOM, AP 2759-3, Ligue to President de la Republique, Dec. 20, I920); and in part by the residual debt that France felt it owed its subjects for their contribution to the war effort. — Alice L.
