Texas tort-reform strategy scaled from state to national Republican politics.
Evidence
Following Roveβs successful use of the strategy in Texas, the Republican Party adopted tort reform as a national cause. In 1994, Newt Gingrich included in his Contract with America a proposed bill called the Common Sense Legal Reform Act, which would have preempted much of state tort law and imposed a federal punitive damages cap of two hundred and fifty thousand dollars in products liability cases. β Daryl Levinson and Benjamin I.
