State-linked abductions and killings targeted civilians in wartime Sri Lanka

Evidence

Between June 2006 and March 2007, over 800 extrajudicial killings, kidnappings, and disappearances took place throughout the country, with over 100 kidnappings taking place in Colombo (often in broad daylight). According to the Special Presidential Commission on Disappearances, 430 civilians were killed and 2,020 people abducted (of which 1,134 were eventually released) between September 14, 2006 and February 25, 2007, alone. Influential Tamils who were kidnapped have been released “after their families appealed to the highest echelons of the state.” — Neil DeVotta, Sinhalese Buddhist Nationalist Ideology, 338
