State and local administrative agencies long preceded the federal ICC

Evidence

Before 1887, also, there were many administrative agencies attached to state and local government. State railroad commissions preceded the ICC by many years. During the days of the Granger movement, midwestern states created agencies to regulate warehousing, grain elevators, and railroad freight rates. Most states had some sort of functioning insurance or banking commission before 1870. — Lawrence M. Friedman, A History of American Law, 2535
