Protecting minors via IP geofencing also restricts consenting adults
Evidence
From Flickr’s perspective, problem solved. Germany wants to prevent teens from encountering adult content, and with Flickr’s adjustment they will not. But the decision stepped well beyond what the law required. While German teens will not find adult content on Flickr, neither will German adults, to whom this law does not apply. In other words, a law protecting minors became a technical measure restricting adults as well. — Tarleton Gillespie, Custodians of the Internet, 577
