Non-state Arab actors organized transnationally for Palestine before their governments acted

Evidence

At first, inter-Arab action on Palestine was at non-governmental levels— private persons, opposition parties and other non-official bodies. Pro-Palestinian committees were formed in a number of Arab countries, and in September 1937 the Damascus committee organized a conference of these groups which was held at BluĀÆdaĀÆn in Syria and was attended by more than 300 delegates from different Arab countries. The conference passed resolutions rejecting ā€œthe partition of PalĀ estine and the establishment of a Jewish state therein.ā€ — Bernard Lewis, From Babel to Dragomans, 882
