France pre-emptively lobbied African heads of state behind Niger’s back

Evidence

In August, Hamani Diori announced, after meeting with French officials, a ‘restructuring’ of the cooperation agreements ‘in all areas where it will be deemed necessary’. On 4 October, negotiations between Niger and France officially began. As the historian Jean Fremigacci explains, the French had already established their priorities: on 26 September, prime minister Pierre Messmer had asked for the organisation of an inter-ministerial council to determine the government line. On 14 October, President Pompidou personally wrote ‘to the nine African heads of state who had not yet put forward any demands (including the Senegalese Léopold Sédar Senghor and the Ivorian Felix Houphouët-Boigny) to tell them that France was willing to revise the cooperation agreements with their countries under certain conditions’. — Fanny Pigeaud_ Ndongo Samba Sylla, Africa’s Last Colonial Currency, 173
