Paris weaponizes inter-African solidarity to prevent any state defecting from the franc zone

Evidence

This is a reality that has always been ably exploited by the French authorities: they know that the various heads of state do not have the same imperatives or the same economic and political agendas. This is one of the hidden strengths of the CFA system: by playing, ever since independence, on the question of inter-African ‘solidarity’, Paris has made it very difficult for any single African state to dissociate itself from France or stand against it. Senegalese president Abdou Diouf spoke of this phenomenon in his memoirs taking the case of the 1994 devaluation: ‘In 1993 […] I began to seriously think about the situation and came to the conclusion that I had no choice, firstly because to stand against the IMF would have been a battle between David and Goliath; and secondly because, in terms of African solidarity, when I realised that all the states had agreed but two (Senegal and Gabon), it became urgent to resolve the issue of the devaluation’, says the former head of state. — Fanny Pigeaud_ Ndongo Samba Sylla, Africa’s Last Colonial Currency, 334
