Fascist administration rewarded loyal Somali chiefs with decorations and money

Evidence

The administrative system was, of course, after the fashion of Italian fascism, bureaucratic and highly centralized, and directed by the Governor and his immediate subordinates and secretaries at Mogadishu. In the Districts and Provinces, the Residents (equivalent to the English District Commissioners) were assisted by government stipended ‘chiefs’ and elders. And although the latter operated vis-à-vis the Administration in an advisory capacity only, or more often merely as the vehicle for directives and instructions, to those of these ‘Capos’ who proved loyal and co-operative Italian colonial decorations and financial rewards were distributed freely. — I.M.
