Families with mobility exit desegregating districts rather than comply

Evidence

White flight is one of the most serious problems facing a school district that is attempting to desegregate its classrooms. White flight is most often classified by the self-interest characteristics of social class and academic achievement of the students at the minority school, busing distance, and school characteristics (Rossell, 19). When parents found out that their children were going to be bused to a school in a black neighborhood they would simply leave the school system if they had the mobility to do so. — Marcy Crouch, Magnet Schools and Other Means of…, 22
