Failed prewar policies forced France into a conservative civilizing mission.

Evidence

Despite its disillusionment with rebellious chiefs, ambitious evolues, and untrustworthy metis, Dakar did not doubt in the 192o’s that it still had a mission to perform in West Af- rica. But in probing the causes of revolt it frankly admitted that many of its most cherished policies of the past had not yielded the expected dividends-and had actually hurt the interests of the Gov- ernment General. As a result, an amended version of the civilizing mission would emerge, along with revolt and reaction, in France and West Africa between 1914 and 1930. In keeping with the altered cli- mate of the postwar era, this revised civilization discourse would be considerably more conservative than the one it replaced. — Alice L.
