Eligibility verification must guard against mass frivolous challenges

Evidence

For added protection, the government could also approach the claims process as it did the DC Compensated Emancipation Act, but instead of printing every claimant’s name in the newspaper, they could provide a searchable database of all Americans who identify as black. If a nonblack person claims to be black, someone can challenge them. Pretending to be black would come with penalties, which could be civil and/or criminal. Penalties would also apply if someone falsely challenges a black person on the list. The approach that recent book bans have taken across the country, where a few people are responsible for requesting the majority of book bans from local libraries and schools, cannot be allowed if this process is to be successful. We cannot have one person striking down every black person’s claim. — Dorothy A. Brown, Getting to Reparations, 542
