Deliberation mechanisms create new social realities that information alone cannot

Evidence

The Tostan experience is not, primarily, a story about what information communities received. It is a story about how communities deliberated and what social facts that deliberation created. A world in which every parent has been told that physical punishment is harmful but continues to use it because they believe all their neighbors approve of it has not been meaningfully reached by the information. A world in which communities have deliberated publicly, made collective commitments, and sent organized delegations to neighboring communities is a different social reality — not a more-informed version of the old one. The message is the same in both cases. The mechanism is what differs. — , The Rod and the Child, 7390
