Cascade rates will decelerate as easier prohibitions exhaust and harder cases remain

Evidence

The acceleration reflects, in part, the fact that the countries prohibiting in the 2014-2026 period include many smaller, better-resourced, higher-HDI states in which the five conditions were already substantially in place. The next set of prohibitions — the second and third waves — will include more lower-income, higher-population, lower-institutional-capacity states in which the conditions are further from full development. The pace of prohibition may decelerate as the cascade enters this territory. That deceleration would not mean the cascade had failed. It would mean the cascade had reached the cases where the work is harder — , The Rod and the Child, 8142
