Anti-American UN votes did not rise under Moynihan’s confrontational style

Evidence

It is true that in the battleïŹeld of the General Assembly there was a sequence of defeats, notable among them the passage of the famous anti-Zionist resolution and the ignomin ious withdrawal of the American proposal for a universal amnesty for political prisoners. It is signiïŹcant, however, that the majorities cast against American proposals, or in favor of anti-American proposals, were during this period, on the whole, smaller, not greater, than had become and has since remained the norm. This would seem to dispose of the accusation that Moynihan by needless aggressiveness antagonized Third World nations which might otherwise have supported the American line. Their anti-colonial fervor against the American presence in Puerto Rico and Saint Thomas as contrasted with their extremely cautious responses to Russo-Cuban activities in Africa or Vietnamese expansion in Indochina would seem to suggest otherwise. — Bernard Lewis, From Babel to Dragomans, 1336
