Evidence

To no small extent their policy reflected the guidance of Frances Kellor, who gave up after the war her hopeless attempt to control and direct the whole Americanization movement and concentrated on working through business channels. By the time the war ended and the specter of Bolshevism came to the fore, Miss Kellor was looking much more to business than to government for national unity and protection. β€” John Higham, Strangers in the Land, 1548
