African colonial demands shaped metropolitan France’s racist turn, not just French domestic trends

Evidence

And there is another way that the image of the colonies as a magnifying glass fails to capture the full complexity of the metropolitan-colonial relationship, as the evidence garnered here implicitly suggests. A volume edited more than ten years ago, entitled Double Impact, was devoted to the proposition that in the age of the “new imperialism,” ideas not only radiated outward from France to colonial Africa; developments in the African colonies also had a decisive impact on ideas in the metropole. We have, in fact, caught tantalizing glimpses of West Africa’s influence upon the culture of metropolitan France-in realms that the contributors to this volume did not apparently contemplate. Take, for example, the more racialized turn of the mission civilisatrice in the 1920’s. As Africans within the federation asked for rights that the republican civilizing mission had promised, a new sexual and cultural distancing from all people of color occurred in Paris as well as Dakar. Given the simultaneity of these events, there is every reason to assume that the revolts of the colonized contributed as much as developments in Europe itself to the increasingly conservative politics and culture of metropolitan France. Indeed, if “inferior” people of color had not challenged French authority in the colonies, the interwar emphasis upon regenerating the white French race at home might not have been so great. — Alice L.
