About five percent of black Americans are undocumented immigrants
Evidence
Should reparations be limited to American residents and citizens? I hesitate to answer yes, given that our immigration laws have an antiblack bias. The Center for Migration Studies of New York estimates that between 5 percent and 6 percent of black people living in America are undocumented. To include them would be the symbolically right answer, but to exclude them might be the practical one. — Dorothy A. Brown, Getting to Reparations, 543
