EP17 Research Dossier — “A Carrier of Tendencies, Like a Disease”
5 sources — the word “objective” doing the opposite of what it claims.
1. The Idea Forge — X and Y
X: A legal designation that decides guilt before reviewing any evidence. Y: “…and it’s interesting because it isn’t a totalitarian regime’s invention — a 21st-century liberal democracy built one too, with the identical logic Hannah Arendt described in 1951.”
One-sentence point test: “Objective enemies are defined by state policy, not by their own actions.” ✅
2. Voice & POV
Legal-forensic. POV: “Watch the word ‘objective’ do exactly the opposite of what it claims to mean.”
3. The Hook
“After 9/11, the United States created a legal category called ‘enemy combatant.’ Legal scholars later found that the tribunal process built to determine who counted as one started from the assumption that everyone brought before it had already been determined to be one — the classification came first, the hearing came after. Hannah Arendt described this exact structure fifty years earlier. She wasn’t writing about America.”
4. The Chain of Thought — full crescendo build
Movement I — Arendt’s vocabulary. “The ‘objective enemy’… is defined by the policy of the government and not by his own desire to overthrow it. He is never an individual whose dangerous thoughts must be provoked… but a ‘carrier of tendencies’ like the carrier of a disease.” “Carrier of tendencies” needs no act, only presence.
Movement II — the same structure, in a liberal democracy, with paperwork. Legal analysis of the Guantánamo detention framework found “the initial order creating the [Combatant Status Review Tribunals] asserts that all detainees at Guantánamo Bay have already been determined to be enemy combatants, thus casting doubt on the neutrality of the entire subsequent process.” The category preceded the individual determination — Arendt’s carrier-of-tendencies logic, running in a system that would never call itself totalitarian.
5. The New Synthesis
Arendt’s mid-century theory and a 21st-century American legal framework, independently converging: the objective-enemy mechanism is not a special pathology of totalitarian regimes — it’s a general legal-administrative technique for converting political need into apparent fact, available to any system that needs a category filled faster than evidence can fill it, regardless of what that system calls itself.
6. The Resonating Ending
- E1: “Arendt wasn’t describing a uniquely twentieth-century sickness. She was describing a tool. Tools get picked up by whoever needs them.”
- E2 (bridge): “And it’s not optional, once a state decides it needs this — Hegel gets there through pure philosophy, arguing the state is compelled, structurally, to manufacture exactly this kind of opposite.”
