EP4 — The Economists Who Invented the Cure
I’m doing a story about a cure invented for a disease its inventors couldn’t name in public — and it’s interesting because the disease was working-class revolution, and the cure was dressed up as neutral economics. Episode 3 showed Britain’s return to gold sold as inevitability. This episode goes to where that inevitability was actually manufactured, and by whom.
Chain of Thought
Mattei’s own account of her research traces the invention to a specific, dateable origin: the first international financial conferences at Brussels (1920) and Genoa (1922), where, in her words, “experts, economists, for the first time, were called to advise states all over Europe and to tell them what was the true economic doctrine that should be implemented in order to prevent the collapse.” Read “the collapse” precisely: not economic collapse in the abstract, but the collapse of capitalist property relations under real, live revolutionary pressure — the Biennio Rosso, Italy’s “two red years” of 1919–20, and a parallel wave of industrial militancy in Britain over the same period. Austerity, on this account, wasn’t a response to a fiscal problem discovered by disinterested economic analysis. It was a response to a political problem — workers organizing, seizing factories, threatening the entire structure of ownership — that got translated into fiscal vocabulary so it could be implemented as technical necessity rather than debated as political choice.
The New Synthesis
Here’s the sentence Mattei’s dating makes available that a purely theoretical critique of austerity never could: because the origin has an exact address — two named conferences, two named years, immediately following two named revolutionary crises — austerity is not merely arguably political in effect. It is documented, from its very first institutional deployment, as a direct, intentional response to a specific revolutionary threat, which means the “neutral economic necessity” framing was never a later distortion of an originally technical idea. The technical framing was the strategy from day one.
Landing
And “translating a political problem into fiscal vocabulary” wasn’t done with one tool — Mattei identifies three, working together, deliberately. EP05 - Two Instruments, One Goal goes to exactly how the trinity worked.
Notes for the room
- North Star: austerity was designed, not discovered.
