Rule of Law

The principle that government and all individuals and institutions are accountable to publicly promulgated, equally enforced laws, rather than to the arbitrary decisions of rulers. It values predictability and uniformity over individual justice and opposes both sovereign despotism and the police state, while separating universal laws from particular administrative measures.
