US education has maintained a reserve army of skilled labor.
Evidence
Part of the answer lies again in market and property relations: the em ployer has the formal right to hire and fire. This right is effective, however, only when the cost to workers is high; that is, when there is a large pool of labor with the appropriate skills available in the larger society, into which workers are threatened to be pushed. Indeed, we shall suggest that the maintenance of such a “reserve army” of skilled labor has been a major, and not unintended, effect of U.S. education through the years. — Samuel Bowles and Herbert Gintis, Schooling in Capitalist America, 585
