U.S. forces abandoned hazardous ordnance and toxins when leaving the Philippines and Panama.
Evidence
When the Navy and Air Force left the Philippines in 1992, they left behind asbestos, unexploded ordnance, heavy metals, leaking fuel tanks, dangerous pesticides, and other hazardous materials. The military has admitted to dumping untreated water and sewage at Subic Bay. Similarly, when the military left Panama, it left an estimated hundred thousand pieces of unexploded ordnance in the Canal Zone despite being required to remove such ordnance under the Canal Treaty. On San José Island, Panamanians found mustard gas bombs. — David Vine, Base Nation_ How U.S. Military Bases…, 414
