Trump’s Muslim ban built on parallel Clinton, Bush, and Obama refugee restriction policies.

Evidence

Trump secured this victory in the Supreme Court by stipulating conditions used by Clinton, Bush, and Obama to enact similar albeit more moderate restrictions on admission of refugees, migrants, and visitors. Trump’s statements and policies were thus extreme expressions of political elites’ long history of using national security to deploy racist policies. The impact has been devastating particularly in the context of a massive refugee crisis taking place around the world, in particular from Muslim-majority countries devastated by US wars, counterrevolution, civil wars, economic crisis, and climate change. Trump banned these migrants from coming to the United States and capped overall refugee numbers at a historic low of 15,000 a year. — Deepa Kumar, Islamophobia and the Politics of Empire, 629
