The party constitution protected Hussen’s secretary-general post from automatic removal.
Evidence
Sharmarkee, Egal, and Yassin Nur Hassan were worried that with Hussen remaining secretary-general of the SYL their political game plan would be unsafe, and consequently they endeavored to remove him from that post. Hussen was elected to this position when he was prime minister, but the party’s constitution did not specify that the prime minister must be the secretary-general of the party. Therefore, he could not be automatically removed from the post until the next general meeting of the SYL congress when senior party officials would be elected. — Abdi Ismail Samatar, Africa’s First Democrats, 993
