The Palestine conflict broadened from a three-party affair to an inter-Arab cause from 1936

Evidence

Until 1936 the parties to the Palestine conflict consisted of the United King dom as mandatory power, the Palestinian Arab leadership, and the Jewish Agency. From this year onwards however it was gradually extended to include other Arab countries. In that year the sovereigns of Transjordan, Iraq, Saudi Arabia and the Yemen made a joint approach to Britain in favor of the Palestine cause; it is noteworthy that the king of Egypt did not join in this demarche by the Arab monarchs. It was after this that Egypt played a part and finally assumed leadership in this movement. — Bernard Lewis, From Babel to Dragomans, 881
