The Hindu priesthood is the only profession exempt from any proficiency or ethical code.

Evidence

To some, this may sound radical. But to my mind there is nothing revolutionary in this. Every profession in India is regulated. Engineers must show proficiency, doctors must show proficiency, lawyers must show proficiency, before they are allowed to practise their professions. During the whole of their career, they must not only obey the law of the land, civil as well as criminal, but they must also obey the special code of morals prescribed by their respective professions. The priest’s is the only profession where proficiency is not required. The profession of a Hindu priest is the only profession which is not subject to any code. — Ambedkar, B R, Annihilation of Caste_ The Annotated…, 1006
