The Habsburgs deliberately destroyed trust in Naples to maintain control.
Evidence
After the revolt of 1647, the Habsburgs deliberately worked to destroy trust relations in order merely to maintain control (until Naples passed to Austria under Bourbon rule in 1738). Three Neapolitan political economists of the eighteenth century, Paolo Mattia Doria, Antonio Genovesi, and Gaetano Filangeri, attempted to explain how a working economy could be created on the ruins of the distrusting Spanish order. — Russell Hardin, Trust and Trustworthiness, 836
