The Genocide Convention deliberately excluded political groups from its definition

Evidence

Strong arguments have been made in ensuing decades to broaden this definition. The resolution passed by the General Assembly in 1946 included “political” groups, but this category was deleted from the Convention itself. Kuper (1981) and others have continued to call for inclusion of the systematic extermination of political opponents in legal definitions of genocide. — David Theo Goldberg, John Solomos, A Companion to Racial and Ethnic Studies, 271
