The domestic green scare began only under Obama, not Bush

Evidence

In the early years of the war on terror, the public emphasis was on the wars in Afghanistan and Iraq. As Bush put it: “We’re fighting them there so we don’t have to fight them here.” In a West Point speech in 2002, he stated: “We must take the battle to the enemy, disrupt his plans and confront the worst threats.” The “terrorists” in our midst were those sent from the outside who “hate our freedoms.” Thus, even though in the aftermath of 9/11, thousands of people perceived as Muslims were racially profiled and targeted, as noted above, the emphasis wasn’t on “home-grown terrorism.” This changed during the Obama era when a “green scare” analogous to the “red scare” of the Cold War era was fomented.
