The Arta transitional government functioned essentially as a business enterprise

Evidence

These commercial and religious leaders (roles, here as elsewhere in Muslim countries, often combined in the same person) were the most important local sources of support for the Arta project, contributing funds and facilities both to the Djibouti conference itself and to the resulting government and assembly members. When the latter took up residence in Mogadishu they were mainly billeted in hotel accommodation (including meeting rooms) provided by these men of affairs, who also laid on militia protection. — I.M.
