The 1944 anti-semitism report was programmatic and poorly integrated due to time constraints
Evidence
Quite apart from the absence of any results from surveys, which must have disappointed the AJC, it was not surprising that the report remained broadly programmatic, and that its various parts were not very well integrated with one another: there was too great a disproportion between the time available for the research and the scale of the programme which had been planned. The omission of two particularly obvious topics was noticeable, however. — Rolf Wiggershaus, The Frankfurt School, 1543
