The 1904 decree centralized all trade revenues into a federal budget
Evidence
On October 4, 1904, a decree was signed creating a fully autonomous federal budget, which French West Africa had lacked since 1895. The governor general was freed from the burden of administering Upper Senegal through an authority at Kayes; because of their potential wealth, these territories were formed into a new colony, Upper Senegal-Niger, and given their own lieutenant governor. … Most important, all trade-derived revenues from these colonies would be diverted to the budget of the Government General. Federal credits would then be allocated to individual colonies, either as part of their local budgets to defray federal personnel expenses, or as special contributions for financing public works. — Alice L.
