Structural systems, not individual prejudice, are the primary target of reparations
Evidence
Another argument against reparations is that it will not solve the real problem: It won’t change the personal views and stereotypes individuals hold against black Americans. I don’t identify that as the real problem. I see white supremacy and the systems of exclusion created thereby as the problem. I could not care less what people think about me as long as they are not in a position to do me harm. I want to see wealth-building systems created that work to help black Americans, no matter which racist beliefs individuals might continue to hold about black people. But if you are interested in changing negative perceptions about black Americans, then the history described in Part II is a good place to start. — Dorothy A. Brown, Getting to Reparations, 534
