Stigmatizing a second out-group can win a party new donors and outside constituencies.
Evidence
Although it never captured a large percentage of the popular vote until Germany’s economic collapse in 1929, the small party from Bavaria slowly gained in popularity. The Nazis also used the Communists as an additional out-group to gain at least some support from the right-leaning wealthy business owners. This allowed them to gain both notoriety in a population segment outside the Mittelstand and much-needed funds to run the party. — Leonard S. Newman and Ralph Erber (eds.), Understanding Genocide, 951
