State absorption of civil society yields state terror against projected terrorism

Evidence

The state for civil society (as opposed to it) becomes a form of self-effacing institutional arrangement, collapsing institutional governmentality with – into – the form of privatized being and in the process projecting a more or less singular form of being, of style or aesthetic, onto state formation, substance onto form. The civil reduced to the homogeneous, civilization in denial of its inevitable discontents, what Slavoj yizek with characteristic irony might call “decaffeinated sociality.” The state subsumption of civil society produces at the limit the current modality of crisis creation, chaos fabrication and management, of state terror to fight the projection of terrorism. — David Theo Goldberg, The Threat of Race, 216
