Some delayed entrants are forced out of business by waiting alone
Evidence
Sometimes what has been designed and justified only as delay may result in permanent stoppage. Immediately after World War II, a great number of demobilized fliers wanted to use surplus government planes to open up the business of carriage of freight by air. Years of delay passed while the scheduled airlines fought the proposal. Most of the new applicants were forced out of business without the Civil Aeronautics Board ever having decided whether their entry into the field was inconsistent with the “public interest, convenience, and necessity” or required by it. — Henry M.
