Somalia’s Assembly passed the Act of Union unanimously in 1961 by acclamation

Evidence

The American ambassador, Andrew Lynch, reported how the process worked: “The Prime Minister spoke in favor of the measure and moved that it be adopted by acclamation. Michael Mariano, speaking as a member of the opposition, agreed with the Prime Minister’s motion, but another deputy rose and began raising various questions. The Assembly stirred uneasily, and then gradually all the deputies rose and applauded, thus passing the new Act of Union unanimously.” — Abdi Ismail Samatar, Africa’s First Democrats, 1343
